Cultural Infrastructure and the Quality of the Urban Environment of Small Towns in the Moscow Region

Abstract
The article analyzes management practices and current trends in the development of small towns. The state programs that take into account the role of small towns is considered, such programs are evaluated in terms of their impact on cultural infrastructure, preservation and development of local culture and traditions. The general indicators of the quality of the urban environment of small towns of the Moscow region are considered. Separate indicators of the quality of the urban environment are identified and analyzed: “concentration of cultural heritage objects”, “diversity of cultural and leisure infrastructure”, “share of cultural heritage objects in which objects of social and leisure infrastructure are located”. A comparative analysis of cultural infrastructure indicators is given when calculating the urban environment quality index of small towns in the Moscow region on the example of the small town of Mozhaisk. The article describes the characteristics of the cultural heritage of Mozhaysk of federal, regional and local signifi cance. The recommendations of the Ministry of Construction and Housing and Communal Services of the Russian Federation on optimizing the values of the quality of the urban environment are given. The possibility of placing objects of social and leisure infrastructure on the territory of existing objects of cultural heritage of a small city is called into question.
