Abstract
Technological self-sufficiency is understood as the complete or partial withdrawal of the technological chain(s) from external cooperation. Definitions of the types of scientific and technological self-sufficiency of individual countries are introduced. The optimal R&D management model for the countries of catch-up modernization involves the creation of conditions for technological self-sufficiency where necessary, and the full stimulation of international scientific collaborations where possible. The conditions for the successful progress of countries towards technological self-sufficiency are formulated. The main danger for projectsof technological independence is the risk of “falling” into autarky. The rebirth of projects into autarkic constructions has repeatedly scared off the diaspora, caused a crisis of research and information exchanges, as well as a loss of trust on the part of partner countries.
