Prevention of Crimes in the Sphere of Circulation of Information Protected by Law

Abstract

In the article, on the basis of the research carried out, proposals for the prevention of crimes in the field of circulation of information protected by law are presented. The authors come to the conclusion that at present, due to the rapid development of technologies and the digitalization of most spheres of society, iti s necessary to change the approaches to the prevention and fight against crimes in this area. Methods of combating crimes must correspond to modern realities. Several groups of preventive measures are described, separated by content. In particular, the following are proposed: legal measures (inclusion in the Criminal Code of the Russian Federation of the concept of illegal access to information protected by law; the concept of socially dangerous consequences in the form of blocking, modification, copying and restricting access to information protected by law); technical (implementation of a set of measures to combat the anonymity of users on the Internet; introduction of information systems that process large amounts of data; creation of an information database about malicious computer programs; use of the Internet protocol Ipv6 by telecom operators to provide telecommunications services in the Russian Federation with complete failure from NAT technology); organizational (establishment of proper state regulation for points of collective access to the Internet; inclusion in the register of prohibited sites of specific Internet resources on which information is exchanged on the methods of committing crimes in the field of circulation of information protected by law; training of competent law enforcement officers with a sufficient level of knowledge in the field of information technology); socio-economic (tracking cash flows on the Internet (including interaction with Internet exchanges for exchanging cryptocurrencies for other means of payment); combating digital inequality); victimological (informing citizens about the need and methods of observing information security, through popular Internet resources, television; raising the technical level of Internet users). It is indicated that active work in the indicated directions is, in our opinion, an important step towards effective detection and prevention of crimes in the sphere of circulation of information protected by law.
