Regional Features of Determination and Prevention of Modern Hooliganism (on the Example of the Siberian Federal District)

Abstract

The article presents an analysis of the causes and conditions determining regional hooliganism on the example of a study conducted in the Siberian Federal District (Siberian Federal District). The conclusions obtained during the study are based on the reporting information on preventive work in the Siberian Federal District of the internal affairs bodies for the period 2018–2022; survey results of 200 citizens living in the Siberian Federal District; results of studying the materials of 300 criminal cases considered by the courts of the subjects of the district. The authors concluded that the regional specifics of the determination of hooliganism are mainly associated with the peculiarities of the development of the region itself (migration mobility of the population with insufficient organization of this process, uneven economic development, the vastness of the region, etc.) and the traditions that exist here, often associated with alcohol consumption. However, in general, the regional contradictions of social development, which form deformations of group psychology in various spheres (socioeconomic, moral, organizational, legal), which cause hooliganism, coincide with the all-Russian ones, and are described in detail in the article. Among the conditions contributing to the implementation of these reasons the following are indicated: insufficient habitat safety associated with the lack of technical equipment of public places with the necessary lighting, the presence of video surveillance cameras, underdeveloped infrastructure of residential areas, the lack of their improvement and adjacent areas; lack of informatization of municipal emergency and public utilities management processes; insufficient patrolling by police in public places. In addition, the situational conditions determining the direct commission of hooliganism of various types of the most common in the Siberian Federal District (street, household, transport) were analyzed. Based on the analysis of these determinants, some groups of preventive measures (organizational, technical, legal, etc.) aimed at countering regional hooliganism were proposed.
