Abstract
Subcontracting is a rational form of production organization. It allows the contractor to focus on the main production processes and delegate non-core functions to other companies. In the conditions of sanctions and the need for urgent organization of import substitution, the development of subcontracting at the regional and interregional levels is required to load domestic small and medium-sized enterprises with the production of components for large companies. The purpose of this research was to study ways to activate subcontracting in the regions of Russia, including within clusters, as well as by creating a special infrastructure in the form of regional and interregional subcontracting centers, holding tenders and creating subcontracting exchanges. The research methodology is based on a theoretical analysis of the main aspects of the development of subcontracting at the regional and sectoral levels. The information base of the study was data on the development of subcontracting in Russia, the development of a regional machine-building cluster in the Irkutsk region. The scientific novelty lies in the formation of a conceptual approach to the formation of an infrastructure for the development of subcontracting in the form of regional and interregional subcontracting centers, as well as tenders, the creation of subcontracting exchanges. We considered the types of subcontracting, the advantages of using subcontracting from the position of the contractor and subcontractor, the features of subcontracting in regional clusters. We also focused on subcontracting in the machine-building cluster in the Irkutsk region and import substitution at Irkut Corporation.
