Prerequisites for the Revolutionary Industrial and Technological Transformation of the Economy of Russia

Abstract

The current state of world scientific and technological development implies state responsibility to ensure a decent life for all inhabitants of the planet on the principles of justice and humanism at the global and local levels. Every country that fuels international confrontation by ending trade relations and violating economic equality bears the blame for the decline in the standard and quality of life of millions of people. Russia shows an example of active and cautious opposition to anti-human ideas and actions towards Russian-speaking civilians and Russian citizens. The anti-Russian Western sanctions policy create convenient conditions to substitute imported goods with locally produced ones in most commodity segments, including industrial goods. The issue of a mechanism for ensuring large-scale industrial growth on the basis of modern principles of sustainable development in the context of a technological embargo and high environmental standards has come forward. The study offers a conceptual disclosure of the idea of breakthrough industrialization of the country on the basis of regional clustering of networks of small industrial enterprises in order to achieve sufficiently uniform autotrophy of the economies of the regions of Russia to achieve an overall synergistic effect. The mechanism for the implementation of large-scale development of small industrial entrepreneurship can be a public-private partnership that contributes to massive spread of technology business franchising.
