Renovation and Integrated Development of Territories: Essence and Correlation

Abstract

At present, a multitude of dilapidated and precarious housing is an acute issue in the regions of RF. In Moscow, this problem is being eliminated by implementing the Renovation Program. According to Federal Law № 494-FL, unofficially called the law «on the integrated development of territories» or «All-Russian renovation», the regional implementation of projects for the integrated development of territories is under way. The purpose of this study is to determine the essence and correlation of renovation and integrated development of territories, taking into account specific needs of the regions. The research methodology is based on a theoretical analysis and systematization of existing approaches to the interpretation of the term «renovation» and its goals in the regional context, as well as an analysis of the legal framework for the integrated territorial development and renovation. There is no legal interpretation of the term «renovation» at the federal level; and, due to its multiple interpretations used in science, it proves difficult to define its essence. The paper studies the existing scientific approaches to the definition of «renovation» in the housing area. Based on the conducted analysis, the author's interpretation of the term «renovation» is proposed, which meets the norms of the current legislation and the needs of the regions. In addition, the author has suggested the ‘Tree of Renovation Goals’, which most comprehensively cover its impact on the urban environment and well-being of the population, as well as envisaging and emphasizing the individual needs of the regions.
