Digitalization of Management Processes for the Implementation of Municipal Capital Construction Programs

Abstract

Digitalization is a global trend that makes it possible to introduce technological changes to achieve the goals of Russia's socio-economic development. At the same time, for their implementation, the need to use digital technologies in state and municipal government is of fundamental importance. At present, the main measures for the digitalization of state and municipal government are formulated within the framework of the national project "Digital Economy of the Russian Federation", which focuses on the implementation of municipal capital construction programs. The current state of the implementation of municipal programs to a small extent takes into account the possibilities of using digital technologies to improve the performance of government bodies. In this regard, it is advisable to identify the possibilities and limitations of the use of digital technologies in the implementation of municipal capital construction programs. The study analyzed the conceptual foundations for the digitalization of municipal capital construction programs, the main examples and action plans for the implementation of municipal programs established in the regulatory and legislative acts of Russia. We considered the strategic priorities and goals of these processes, as well as the features of information modeling technologies. The article presents both the benefits and challenges arising from the practical implementation of information modeling, as well as recommendations for further digital transformation.
