Regional Aspect of Cadre Policy in China (1980-2000s)

Abstract

The article is devoted to the problem of modern China’s cadre policy through the prism of regional leaders’ rotation system. The system was introduced since the beginning of PRC aimed to prevent separatism moods and to prepare officials for highest ranks. During ‘re-centralization’ reforms in mid-1990s it was upgraded and institutionalized. The experience of leading work in regions became inevitable for future political elite. The system has its positive and negative consequences but in general its realization led to Centre-peripheral relations balance in 1990s and became the main factor of political regime stabilization in China. The article uses wide range of Chinese sources (statistical and biographical data books, regional chronicles, and year books), most part of which was introduced into scientific discourse. The research adds new information to the data already available from previously published works on cadre system in China with a focus on regional aspect.
