Abstract
This article provides an assessment of the extent to which the strategic planning tools cover the socio-economic development of the municipalities of the Arctic zone of the Russian Federation. As a result of the search for documents, 76 strategic documents were found in 70 municipalities that are part of the Russian Arctic. In addition, an attempt was made to identify how deeply the Arctic specifics are considered in the documents, for the analysis of which nine Arctic topics were appointed. For this, the texts of 20 strategic documents were analyzed and, based on the average numbers, the topics were divided into 3 groups. The highest frequency of mention was found for: transport, society and environment; Average frequency of mention for: Indigenous peoples, demographics and climate; Lowest frequency of mention: culture, healthcare and stationing. This study was carried out as part of the preparatory stage of the strategy competition «Best Currently Implemented Strategy in the Arctic» held in 2021.
