DETERMINATION OF THE LEVEL OF STATE REGULATION OF ARRANGEMENTS FOR THE PAYMENT OF LABOUR BY METHOD CLUSTERING OF BRANCHES OF NATIONAL ECONOMY

Abstract

The development of social and labor relations, due to the global globalization processes, requires an innovative approach in the state regulation of the organization of wages, demanded by the realities of the labor market. It is important to determine the criteria and indicators for assessing the level of development of instruments of influence of state institutions to ensure the principle of justice and social balance in the construction of an algorithm for calculating remuneration for work. The purpose of this publication is to substantiate the methodological approach to the construction of a hierarchy of differentiation of levels of state regulation of wages, for use in the cluster ranking of the national economy by industry. The necessity to improve the effectiveness of the intervention of state institutions in the system of organization of wages. The dynamics of the average monthly wage of full-time workers per hour worked is analyzed in order to justify the discrepancy that exists in the amount of wages in various sectors of the economy. The classification of the levels of influence of state institutions on the organization of wages, the fundamental basis of which are analytically justified differences in the state of the organization of wages for each type of economic activity in a particular situation on the background of continuous monitoring and presents a hierarchical classification of levels of regulation for sectors of the national economy. With the help of cluster analysis tools the substantiation of methodical bases of improvement of scenarios of the analysis of the level of need for state regulation in order to optimize the effectiveness of this process is carried out. The hypothesis about the existence of the trend of combining objects into clusters according to the existing state of the indicators of the organization of wages in the sectors of the economy of Ukraine is indicated and justified.
