We have commissioned the High Precision Polarimetric Instrument 2 on the Monterey Institute for Research in Astronomy's 36 inch telescope at its Bernard M. Oliver Observing Station. The night-to-night precision on bright stars is measured as σ
p
= 7.1 ppm and e
p
= 1.7 ppm in
g
′
;
its accuracy on high polarization standard stars is 1.2%, despite the instrument not being actively guided. This matches the best performance achieved on much larger telescopes, which we attribute to the excellent site conditions.
