Abstract
Leadership to the challenges of the century will demand joint actions of society. However, policymakers and social actors should take in mind the extent to which their actions generate power externalities. Positive power externalities generated by an environmental policy emphasize a way to demonstrate the potential spillover beneficial effects of the multiple social actions and public policies. The beneficial spillover effects are related to social and private benefits about a new way of consumption or production. The positive spillover impact predicts that institutional power interventions targeting public policies with this objective can promote non-targeted and long-run pro-environmental behaviors.
