Regulatory framework of projects for determining the boundaries of the flood zones and current issues

Abstract

Problems of flooding existed at all times inRussia, but they acquired significant proportions only from the 20th century due to the spontaneous development of river floodplains by entire settlements. Such a city planning policy led to annual multimillion disaster damage, in the role of which the usual flood period often acts. In 2014, according to the experience of developed countries, Government Resolution № 360 was adopted to reduce hydroecological risks for the population, capital construction projects and territories exposed to the negative and dangerous effects of water. It defines the requirements for the territories and the procedure for establishing the boundaries of the zones of flooding within the river floodplains. The work is based on the requirements of water, land and city planning legislation. However, the strictly fixed rules for carrying out this work, as well as the standard technical task for projects haven’t been developed. It leads to randomness in the performance of work and significant problems when coordinating with the Roshydromet authorities. For this reason, and on the basis of 4 years of experience working with projects, the authors attempted to highlight the main requirements of current regulations and laws in the development of projects for determining the boundaries of flooded areas in terms of hydrometeorology work. Structuring the requirements of codes of practice and linking them with the basic definitions of the Water and City Planning Code leads to an understanding of the work execution algorithms and should remove most of the questions and comments on the draft defining the boundaries of flooded areas, as well as ensure reliable fixing of the boundaries of zones with special conditions of territory use in the unified state register real estate to ensure the safety of the population and economic objects.
