Abstract
The CAP, despite strong criticisms from various expert cycles, enabled and still allows the development of European agriculture and rural areas. The current discussion about the CAP’s new architecture after 2020 stimulates a review of different positions and formulation of new views. For years, one of the key postulates has been better CAP targeting and a higher value for money. The objective of this publication is to present key developments that took place during this debate in the view of global political, economic, environmental and technological conditions. The authors formulated the following hypothesis: the coming CAP reform will bring about a fundamental change of the policy implementation model but the new CAP will not contribute to a stronger and measurable result-based orientation. The political consensus of supporting small farms will be continued at the expense of limiting support to the large farm operators. The main method used is online research, review of literature, and various analysis and documents.
