Abstract

In inter-state relations, maintaining a balance of power requires an implementation of offensive strategy, as the latter is a winning strategy, while adhering only to defensive strategy will lead to defeat. Consistent maintenance of the «balance of power» in interstate relations is the main problem of the security of any state. The principle of maintaining a «balance of power» underlies the foreign policy of modern states.
