Abstract

The purpose of the article is to substantiate the elements of a system for assessing the development of small and medium-sized businesses, formed on the basis of big data and the formation of an organizational and economic mechanism for its implementation, which is the result of the third and fourth stages of developing the scientific research “System for assessing the development of small and medium-sized businesses in a constituent entity of the Russian Federation, formed on the basis of big data as a tool to support government decision-making at the regional level”. At the first stage, the conceptual space of categories was defined in the field of developing a system for assessing the development of small and medium-sized businesses in a constituent entity of the Russian Federation, formed on the basis of big data. At the second stage, Russian and foreign experience in using big data in public administration was analyzed. The scientific novelty of the study lies in determining the composition and content characteristics of the elements of the system for assessing the development of small and medium-sized businesses, formed on the basis of big data, as well as in the justification of the subjects and the sequence of their interaction within the framework of the implementation mechanism of the developed system.
