MODEL OF A STRATEGY FOR THE NATIONAL ECONOMY MACROECONOMIC STABILIZATION BASED ON SOCIAL INCLUSION

Abstract

B a c k g r o u n d. The article argues that the issues of macroeconomic stabilization of the national economy are among the most topical in modern economic research. It is specified that the economic, social, geopolitical and other upheavals of the beginning of the 21st century demonstrate the vulnerability of economic systems to internal and external shocks. They require rethinking the current goals and the searching for new tools to achieve the goals. It is emphasized that the macroeconomic stability of the Ukrainian economy is affected by many factors caused by the processes of uncertainty and unpredictability, in particular, the full-scale russian invasion of Ukraine. These factors adjust the current theoretical approaches to managing macroeconomic stability. M e t h o d s. The methodological foundation of the proposed model relies on significant international and domestic documents in the field of strategic planning and economic security (the latter is understood as macroeconomic stabilization). Based on their analysis, the author justifies an approach to developing a model of a strategy for the macroeconomic stabilization of the Ukrainian economy through social inclusion. R e s u l t s. The primary stages of developing a model of macroeconomic stabilization strategy based on social inclusion are identified, and each stage is enriched with specific content. The author interprets social inclusion and its primary forms of manifestation. A quantitative assessment of social inclusion based on its integral index and aggregated sub-indices of each form of its manifestation is suggested. The article outlines a scope of existing problems that hinder the full use of the potential of social inclusion for the macroeconomic stabilization of the national economy. These issues are related to establishing and normative consolidation of simple, measurable and easily accessible economic and social indicators of social inclusion. These indicators help identify the degree of the macroeconomic stability or instability, determine characteristic values of social inclusion indicators, develop a methodology for their standardization, and establish the appropriate weighting coefficients for each social inclusion indicator. C o n c l u s i o n s. Ensuring inclusive participation of all members of society in social life through non-discriminatory access to income and property distribution, engagement in labor or entrepreneurial activities, and involvement in public governance is a practical approach to accelerating macroeconomic stabilization of the national economy.
