Those present in the council chamber around teatime on Friday, 4 April 1628 would have witnessed one of the more hopeful scenes in die politics of die late 1620s. Sir John Coke, Secretary of State, arrived hotfoot from die House of Commons to announce diat it had voted to grant die crown five subsidies.
