Abstract
Public administration ethics by itself constitutes an area that is frequently discussed within the scope of public administration disciplines. With the globalization movements, the issue of public administration ethics in the innovations made to public administration since the 1980s has been met with great interest by countries. The issue of ethics, which has an important place in our country, has developed qualitatively in the context of the new public administration approach. In order to ensure good management in public administration, ethical rules are needed at the point of capturing efficiency and productivity. In the study, it is predicted that countries that integrate ethical principles and rules and the principles of the new public administration understanding into public administration will encounter unethical behaviors and corruption less or will get better results in preventing these negative behaviors. In the study, the concept of ethics, which is one of the factors that are effective in increasing the trust of the citizens in the state, meeting the expectation of quality service and ensuring the efficient functioning of the public administration, has become a subject that constitutes the corporate culture. In this context, the structural and functional activities of the The Ethics Committee of Public Officials, which has become institutional, have been evaluated and the positive and deficient aspects of the new public administration approach have been analyzed.
