Abstract
The main purpose of the study is to determine the levels of need of the households for public social assistance and the main factors affecting it. The study data were collected through a face-to-face survey with the beneficiaries of public social assistance and multinomial logistic regression model was used for data analysis. The results revealed that the households would be needy rather than less needy of social assistance if they receive family benefits rather than if they receive elders and disabilities benefits, but this probability would decrease if the monthly income of the individuals in the household increases by 1 TRY-Lira. In addition, the households would be more likely to move to the level of "highly needy" rather than "less in need" of social assistance if the age of the head of the household increases by one year, the number of individuals in the household increases by one person and if the households receive family benefits instead of elderly and disabled benefits. The findings of study would enable policymakers to improve public social assistance practices in Turkey.
