Strategic analysis of problems related to regional information interaction between public authorities of St. Petersburg

Abstract

Subject. The article addresses the information interaction between public authorities and residents of St. Petersburg. Objectives. The focus is on the ontological analysis of interaction of citizens and public authorities of St. Petersburg, and modeling the process of this interaction. Methods. We employ general scientific research methods. Results. We performed scientific and practical analysis of the existing state of information interaction between public authorities of St. Petersburg, and ontological modeling of this interaction of three types: interaction between authorities; "black box"-type interaction between resident’s request and position of the authority on the issue; interaction of State civil servants of executive authorities of St. Petersburg with information systems, required to respond to requests of city residents, and communication channels with them. Conclusions. The lack of electronic interaction with public authorities leads to a serious decrease in the effectiveness of interaction. The existing systems of electronic interaction, despite their high-quality and effectiveness, are of framework nature, and the absence of such systems at the institutional level is a serious flaw of the authorities. The findings may serve as a basis for further developments, aimed at improving the public administration in St. Petersburg and in Russia, in general.
