Quality management for public universities

Abstract

The Universidad Francisco de Paula Santander Ocaña is a public higher education institution that has been characterized by applying the guidelines that the National Government has implemented for management. The need to satisfy the needs and solve the problems of the value groups makes quality management models of real importance when it comes to providing continuity in service delivery and meeting the expectations that stakeholders have about the entity. Effective measurement and adequate monitoring of public management is a fundamental issue for public entities and for the national government. This article presents the results of a project whose objective was to consolidate in a single quality model two guidelines that comply with management guidelines and requirements. The methodological approach that was followed consisted of being part of the implementation levels of the Quality Management System and the Integrated Model of Planning and Management according to the application of strategic management tools that allowed obtaining a percentage of trengthening for the Universidad Francisco de Paula Santander Ocaña. Likewise, the products of each management model to be fulfilled are defined and consolidated in an institutional action plan that responds to the shortcomings in terms of the application of the MIPG policies and the requirements of the ISO 9001:2015. Among the results to be highlighted is the combination of guidelines of fundamental importance in public entities such as the implementation of the dimensions of MIPG and the policies that the model covers, the latter being of mandatory compliance, and the NCT ISO 9001 in its 2015 version adopted by the University, constituted by requirements of quality management systems of voluntary implementation and certification.
