Abstract
At the present stage, civil society in the Russian Federation is at the stage of formation and development, the more interesting and relevant it is to study, identify and analyze the ongoing processes, try to predict trends and trends in the development and effectiveness of civil interaction. In recent years, Russian civil society has demonstrated its readiness for a permanent and effective civil-state dialogue. The creation of socially oriented NGOs, voluntary (volunteer) organizations of the «third sector», their constantly developing civic activity are increasingly becoming an example and the activation of their activities are an example of the active development of the possibilities of free self-organization of Russian citizens. The formation of a mature civil society largely depends on the relationship between civil society institutions and the state. This article defines the activities and characteristics of the «third sector» on the modern legislative basis in the Russian Federation, analyzes the state support for socially oriented NGOs in the Russian Federation, the participation of socially oriented NGOs in the provision of social and socially useful services, the state of digitalization penetration in the field of socially oriented NGOs.
