Abstract
Abstract: The horizontal initiatives being launched to meet complex social problems and needs are driving collaboration of public organizations within partnerships. Evaluations of horizontal initiatives are gaining interest globally, and focus primarily on partnership governance. However, determining the merit, worth or quality of a partnership remains a challenging task for evaluators. Our study investigates the governance of a Transition to Adulthood Program for youth with disabilities in Québec. This article suggests a model for assessing the governance of horizontal initiatives and highlights the challenges of cross-departmental coordination.
