A TECHNOLOGICAL SCHEME FOR COLLECTING DATA ON PRICE-FORMING FACTORS FOR AUTOMATING THE PROCESSES OF DETERMINING CADASTRAL VALUE

Abstract

The article is devoted to the search for new solutions in the field of normative and methodological support and digital transformation of the state cadastral valuation system in order to improve it with regard to agricultural lands in terms of data collection on pricing factors. In the article the authors analyze the historical aspects of the development of methods for the assessment of agricultural lands (appraisal, economic, cadastral). In the course of the study, the authors conducted a comparative analysis of the current methods of cadastral valuation of agricultural lands for the period 2000 - 2024, which showed that, despite the significant changes, the methodology still needs more detailed elaboration. This conclusion is confirmed by the results of the performed analysis of the content of State Cadastral Valuation reports in 2023; which showed: appraisers refuse to take into account price-forming factors related to additional characteristics of the segment “Agricultural use” when calculating the cadastral value. The result of the research is the technological scheme of data collection on pricing factors in relation to land plots of the segment “Agricultural use” designed for automation of cadastral value determination processes.
