Abstract
The authors consider the latest period in Russian history associated with pandemic restrictions on cross-border mobility. The article claims that the closure of borders was easier and faster than their subsequent partial opening. The study puts forward the hypothesis that the regulation of cross-border passenger flows was influenced by the principles of sanitary security, geographical proximity, reciprocity in measures taken, limited capacity of the state budget to provide economic support for transport enterprises and information coverage of pandemic events.
