The possibilities of coordinating the environmental and economic parameters of the development of the Kabardino-Balkarian Republic, taking into account the uncertainty factor

Abstract

Introduction. In conditions of uncertainty of the external environment, sustainable economic development is possible on the basis of coordination of the parameters of the socio-ecological and economic system, the economic methods of regulation of which are mostly administrative and fiscal in nature. In the subjects of the Russian Federation, in particular the Kabardino-Balkarian Republic (CBD), these methods are not effective. This situation is caused by the activities of monopolists of nature users and a double external effect: the cost of penalties, fees for the use of natural resources are included in the price of finished products, which leads to a deterioration of the living environment of the population and an increase in the valuation of products. This effect necessitates the development of scientific and methodological tools for assessing socio-ecological and economic activities at the local territorial level directly related to the quality of life of the population. The aim of the study is to form a mechanism aimed at the economic growth of the region based on the harmonization of environmental and economic imperatives. Materials and methods. The analysis of the social, environmental and innovative development of Russia and the CBD was carried out on the basis of materials provided by Rosstat. The theoretical basis of the research was the works of Russian and foreign scientists on the perception of the environmental crisis and the concept of sustainable development. Results. In the course of the conducted research, the nature of the consumer type of CBD development was revealed, showing the relevance of a differentiated socio-economic policy. Conclusions. The results of the study can be used in the process of developing a regional development strategy that combines the goals of socio-ecological and economic progress while preserving the environment and the standard of living of the population.
