Models and Quality of Civil Construction Waste Management in the State of São Paulo

Abstract

Objective: This research aims to recognize CW management models in the state of São Paulo and to evaluate their indicators.   Theoretical Framework: In Brazil, there are several regulations for the disposal of construction waste (CW) however, inadequate disposal still occurs due to the deficiency of management systems.   Method: Using technical networks, the study was carried out in five cities in the State of São Paulo, and included the perspective of social actors who evaluated the quality of CW management in São José dos Campos (SJC) through semi-structured direct interviews.   Results and Discussion: Among the results, it is worth highlighting the existence of municipal CW management plans with broader guidelines than the state legislation, a control system to achieve goals through a set of sixteen indicators   Research Implications: The quality of management in SJC was well evaluated, but points for improvement were identified such as the promotion of recycling processes and the improvement of strategies for raising public strategies.   Originality/Value: The results can be used as a benchmark for quality improvement in other territories.
