The Choice of Instruments for Regional Economy Regulation Under Conditions of Political and Economic Turbulence: An Approach from the Position of the Noonomy Concept

Abstract

The modern Russian economy is developing under the influence of a macroeconomic shock caused by external sanctions. The sanctions have caused political and economic turbulence, which leads to an increase in uncertainty and disorientates economic agents regarding the prospects for further development. The impact of turbulence on the economies of regions is not the same, which is necessary to take into account when choosing regulatory instruments. At the same time, in addition to situational anti-crisis measures, this regulation should take into account long-term development trends in order to create incentives for the restructuring of regional economy. The article proposes ways to achieve this considering the provisions of the concept of noonomy.
