Employment Protection (Consolidation) Act (EPCA) 1978, sections 1-6, soon to be replaced by the provisions of the Trade Union Reform and Employment Rights Bill (TURER)1992 , clause 23 and Schedule 4. The Explanatory Memorandum accompanying the Commission's proposal included a Table (p. 6) which indicated that only in the UK and Ireland was such a requirement imposed on employers. One explanation for the passage of this element of EC social legislation may be the less than principled willingness of the UK in the Council of Ministers to approve the extension at EC level of requirements already imposed on British employers, while vetoing similar such attempts by other Member States.
