Abstract
We report anomalous sub-MHz frequency response of electro-optic (EO) phase modulators in X-cut lithium niobate on insulator (LNOI) and demonstrate improved response via careful preparation of the LiNbO3/metal interface and high temperature annealing in forming gas.
