Kazna-cheyev shows that from 1960 to 1970 health expenditure in .the Soviet Union doubled, there were 50% more doctors, and the number of hospital beds increased by nearly 60%. Nonetheless economic losses for medical reasons are still great. By 1970 there was a sharp rise in medical services expenditure in the United States but, as R. H. Hall remarks, (71) this has not led to the extension of the average American man's life expectancy and thirty other countries have a higher life expectancy.
