1. Passed by Congress in 1998, the Children's Online Privacy Protection Act (COPPA) established strict privacy guidelines for child-oriented Web sites. Final rules on COPPA, drafted by the Federal Trade Commission (FTC) in 1999, became enforceable in April 2001. In April of 2002, the Federal Trade Commission reached a settlement with Etch-A-Sketch, the toy manufacturer that was violating the Children's Online Privacy Protection Rule.
