1. Short-term courses were considered the best way to meet the demand for millions of cadres trained for specific tasks. There were land reform cadres, marriage law cadres, thought reform cadres, educational cadres, industrial cadres, and so on, all charged with the execution of policies in their respective fields. The cadres were the hands and feet as well as the eyes and ears of the Communist Party and the government.
