Formation of the concept of crisis situation with respect to the criminal executive system

Abstract

Subject of research: the state of the national security of the Russian Federation directly depends on the degree of implementation of strategic national priorities and the effectiveness of the functioning of the national security system. One of the national priorities of the Russian Federation is the readiness of the forces and means of the Federal Penitentiary Service of Russia to counteract crisis situations that arise in penitentiary institutions. To date, there is no single concept of a crisis situation, which allows us to form this concept in relation to the penitentiary system. Purpose of research: based on the analysis of the conceptual apparatus of a crisis situation, to formulate a scientifically substantiated author's concept of this phenomenon in relation to the penitentiary system. Methods and objects of research: the article uses such general scientific research methods as: generalization, analysis and synthesis, concretization. Main results of research: legislative indicators for the formation of the opinion of federal executive bodies and the need for in-depth development of problems related to the concept of a crisis situation are determined. The stage of developing opinions on fixing the concept under consideration in the normative acts is subjected to a detailed analysis. The legislative introduction of the concept of a crisis situation will make it possible to form a legislative framework and regulate the issues of interaction between the Federal Penitentiary Service of Russia and federal executive authorities.
