Abstract
Introduction: In recent years, the world practices have developed various models for solving problems such as industrialization 4.0, import substitution, national security, and the transition to a low-carbon economy. Objectives: to assess the involvement of small medium-sized businesses in the implementation of the main strategic imperatives of Russia. Methods: modified GAP analysis, qualitative, statistical, structural, tabular analysis. Results: the database of small and medium-sized businesses in the regions of Southern Russia for April 2022 has been formed according to the indicators of Rosstat, the digital platform for small and medium-sized businesses, the Federal Tax Service, and Yandex. The participation of small and medium-sized businesses in the Russian models of industrialization 4.0, import substitution, national security and decarbonization has been studied. Conclusions: the existing information bases in Russia do not make it possible to assess the small and medium-sized businesses contribution to the implementation of the main strategic imperatives. Government incentives to development of small and medium-sized businesses are aimed at its general expansion and import substitution, but basically they enter the business areas with a fast payback period and not related to industrial production. It is necessary to intensify work on the development of a production franchise system to strengthen the involvement of small enterprises in the production chains of large businesses, thereby expanding the possibilities for implementing the country’s main strategic imperatives.
