INTERRELATION OF BUDGET RISKS AND RISKS OF SOCIO-ECONOMIC DEVELOPMENT OF MUNICIPALITY

Abstract

The purpose of this study is to analyze the relationship between budgetary risks and the risks of socio-economic development of the municipality, identifying the features of risk management in the metropolitan urban district. Materials and methods. The main research method was the coefficient analysis of risks, based on the dynamic and spatial comparison of a number of indicators of socio-economic development and statistical assessment of budget execution in terms of revenues and expenditures. The main sources of data were information published by the territorial bodies of the Federal State Statistics Service and the administrations of the relevant municipalities. Results. According to the results of the calculations, it turned out that the republics of Chuvashia and Tatarstan are developing under the influence of growing urbanization. However, the city of Kazan concentrates the economic potential of the region to a lesser extent than the city of Cheboksary, and wages in the Republic of Tatarstan are less differentiated between the capital and the periphery than in Chuvashia. A higher concentration of certain groups of risks in Kazan (financial, social) is accompanied by a more effective policy of regulating economic development and the rhythm of fulfilling social obligations of the budget. Conclusions. It has been established that the focus on raising funds from the higher budget has a positive effect on the quality of financial discipline in the municipality, but since this situation is caused by the relatively low economic potential of the territory, the effect of the redistribution of resources, expressed in the level of economic activity, providing the population with public goods is low, and the relatively low risks of socio-economic development are due to the lower intensity of reproductive and demographic processes.
