Abstract
In a primetime speech about the oil spill, President Barack Obama last week called for long-term restoration of wetlands along the Gulf of Mexico and put the secretary of the Navy, Ray Mabus, who was governor of Mississippi from 1988 to 1992, in charge of developing a plan.
