Abstract

Electronic Government (e-government) has been known as a significant tool in serving the Malaysian administration system. Since 1991, a lot of efforts and initiatives have been carried out in order to implement the system at the state level. As there are not many kinds of literature concentrating on the state website development, hence this study is crucial to show the progress of e-government implementation across the states. Therefore, this paper proposes a theoretical framework of e-government based on three levels of paradigms of public administration namely Old Public Administration, New Public Administration and New Public Service. This study employed a qualitative study by using content analysis method where all thirteen states websites serve as a unit of analysis. The results found that different states’ websites performed with different scores over one another. Generally, this study found that most of the state’s websites are in the second phase; New Public Administration. From the results collected, challenges to the effectiveness and efficiency of e-government are discussed based on several categories namely website visibility, website freshness, website establishment date and website usability.   Keywords: E-government, State websites, Old Public Administration, New Public Administration, New Public Service.
