Abstract
The purpose of this article is to develop a research framework for clearly understanding the factors that propel the growth of government. Based on an extensive review of literature, it is found that despite the call for small governments by the proponents of neo-liberal market ideology, the growth of government remains unabated. Extant literature in business management and public sector entrepreneurship stipulates that entrepreneurial orientation in tandem with learning orientation and organizational structure plays critical roles in augmenting the growth of government. The new research framework will serve as a springboard for vigorous empirical research in any context.
