Evaluating and Refining Public Health Emergency Policies in Vocational Colleges: A Study Based on Text Mining and PMC Model

Abstract

Abstract bjective: To provide a theoretical and decision-making foundation for the development of public health emergency policies in vocational colleges, essential for navigating unforeseen health crises. Methods: Employing text mining tools, such as KH Coder, and the Policy Modeling Consistency (PMC) Model, this study performs an empirical analysis of policies from 32 vocational colleges. Results: The findings indicate a mean PMC index of 0.42, which suggests a moderate level of policy effectiveness with substantial potential for enhancement. Conclusion: The paper recommends establishing regional historical public health event databases, developing resource reserve models, implementing advanced command platforms, bolstering crisis communication, improving management and training structures, and providing comprehensive psychological support services, all grounded in the empirical findings.
