In the new generation of mobile communication heterogeneous networks, the density of base station is high. Frequent handover operations may cause some base stations to receive a large number of access requests in a short period of time, resulting in network congestion and handover failures. To address this issue, a group based handover strategy is proposed in the paper. The base station obtains probability statistics on the movement patterns of vehicles and pedestrians based on road map information within its coverage area. Users are grouped according to the statistical results. The group based handover is adopted to replace independent handover. By calculating and comparing the handover probability of the current service user terminal switching to other base station, with the optimization goals of handover success rate, bandwidth utilization and network equilibrium gain, the group is updated to ensure its rationality and effectiveness. The simulation results show that this strategy can improve the handover success rate, bandwidth utilization and network equilibrium gain.
