One of the important requirements in the electrical power system is to control the voltage levels at both the distribution and transmission levels to avoid overvoltage or undervoltage conditions. Transformers with mechanical on-load tap changer (OLTC) and switches have been considered the conventional voltage-control method in electrical power systems for decades. Due to the mechanical design of the OLTC, it has several disadvantages, such as poor response time, high loss rates, high maintenance cost, and the demand for frequent repair of mechanical parts. Controlling the voltage with frequent changes in tap position causes wear and tear in the transformer over time. Old systems use fuzzy logic to control the OLTC tap position without finding the optimal tap or minimizing the number of tap changes. This paper attempts to develop automatic voltage control (AVC) Relay based on Fuzzy Logic and Jaya Algorithm to minimize the number of tap change operations. The design structure of the system is presented, and the results that show its performance with and without the Jaya algorithm are also presented and discussed.
