Abstract
The 2004 and 2005 hurricane seasons underscored the significance of coastal states' preparedness for hurricanes and associated evacuations. To facilitate effective hurricane evacuation traffic operations, the Texas Transportation Institute researched the traffic operations practices of various states along the coasts of the Gulf of Mexico and the Atlantic Ocean. This research was accomplished largely through reviews of reports on lessons learned and interviews with staff members of departments of transportation and some departments of public safety for these states. From these findings, several beneficial practices were identified, including details on agency policy issues, contraflow operations, emergency shoulder lanes, motorist information, intelligent transportation systems, and courtesy patrols. As a result, specific recommendations are presented for the Texas Department of Transportation to consider in enhancing traffic operations for hurricane evacuation.
