Abstract
The article takes into account the multilevel nature of a set of industrial policy measures that have an impact at the enterprise, industry and industrial system level based on a systematic approach. The development of a common set of industrial policy measures is based on the industrial structure of the region, development or growth opportunities and institutional conditions.
