Abstract

The pace and scale of the ongoing changes expose many new challenges. Today, many development conditions are associated with uncertainty, and therefore it is important to understand the new development regulations to ensure the implementation of urban reforms aimed at harmonious territorial and socio-economic development of the environment. Stabilization of system dynamics by increasing the degree of control prevailed among the main goals of planning. However, as experience shows, it became more and more difficult to control and ensure effective process management in traditional planning paradigms. There is a need for predictive benchmarks.
