TRENDS IN THE DEVELOPMENT OF INFORMATION AND COMMUNICATION TECHNOLOGIES IN THE NORTH CAUCASUS FEDERAL DISTRICT

Abstract

В статье исследовано состояние, тенденции и проблемы развития информационно-коммуникационных технологий в Северо-Кавказском федеральном округе, выступающих в качестве основы формирования цифровой экономики в России. Актуальность темы исследования обусловлена объективным и детерминированным влиянием информационно-коммуникационных технологий на перспективы развития цифровой экономики и необходимостью понимания осуществляемых при этом процессов и управления ими. Цель исследования – анализ тенденций развития информационно-коммуникационных технологий в Северо-Кавказском федеральном округе России, выявление проблем и определение мер, направленных на их устранение. Предметом исследования является область деятельности по развитию информационно-коммуникационных технологий, представляющих собой совокупность методов, технических средств и систем, способствующих созданию, хранению, анализу, распространению и использованию различных видов информации. Современный этап социально-экономического развития России характеризуется необходимостью широкого применения информационно-коммуникационных технологий как одного из стратегических приоритетов обеспечения национальной безопасности и конкурентоспособности страны, развития экономики, осуществления прогрессивных социокультурных изменений в обществе. В статье информационно-коммуникационные технологии рассмотрены как основа формирования цифровой экономики, оказывающая все возрастающее влияние на производителей и потребителей, на все направления бизнеса, социальную сферу, систему управления государства в целом. Проведен анализ состояния информационно-коммуникационных технологий в Северо-Кавказском федеральном округе и его отдельных субъектов. Исследована динамика использования некоторых видов информационно-коммуникационных технологий (персональных компьютеров, серверов, локальных вычислительных сетей, облачных сервисов) в организациях РФ и СКФО, развитие и использование сети Интернет населением и организациями в субъектах СКФО, затраты, направленные на развитие информационно-коммуникационных технологий в 2015 г. и 2021 г., по субъектам СКФО. Проведенное исследование позволило выявить основные проблемы развития информационно-коммуникационных технологий и предложить ряд мер, направленных на удовлетворение потребностей субъектов СКФО в области дальнейшего развития цифровой экономики. The article examines the state, trends and problems of the development of information and communication technologies in the North Caucasus Federal District, acting as the basis for the formation of the digital economy in Russia. The relevance of the research topic is due to the objective and deterministic influence of information and communication technologies on the prospects for the development of the digital economy and the need to understand the processes carried out and manage them. The purpose of the study is to analyze trends in the development of information and communication technologies in the North Caucasus Federal District of the Russian Federation, identify problems and identify measures aimed at eliminating them. The subject of the study is the field of activities for the development of information and communication technologies, which are a set of methods, technical means and systems that contribute to the creation, storage, analysis, dissemination and use of various types of information. The current stage of Russia's socio-economic development is characterized by the need for widespread use of information and communication technologies as one of the strategic priorities of ensuring national security and competitiveness of the country, economic development, and the implementation of progressive socio-cultural changes in society. In the article, information and communication technologies are considered as the basis for the formation of the digital economy, which has an increasing impact on producers and consumers, on all business areas, the social sphere, and the government system as a whole. The analysis of the state of information and communication technologies in the North Caucasus Federal District and its individual subjects is carried out. The dynamics of the use of certain types of information and communication technologies (personal computers, servers, local area networks, cloud services) in the organizations of the Russian Federation and the North Caucasus Federal District, the development and use of the Internet by the population and organizations in the subjects of the North Caucasus Federal District, the costs aimed at the development of information and communication technologies in 2015 and 2021, by the subjects of the North Caucasus Federal District. The conducted research made it possible to identify the main problems of the development of information and communication technologies and propose a number of measures aimed at meeting the needs of the subjects of the North Caucasus Federal District in the field of further development of the digital economy.
