Analysis of approaches to the introduction of an unconditional basic income

Abstract

Система социальной политики сегодня является довольно сложной. Часто поддержку получают те, кто в ней реально не нуждается. В таких условиях социальная защита граждан находится на низком уровне, поэтому необходимы новые идеи относительно повышения уровня данной защиты. Одна из таких идей - введение безусловного базового дохода. В работе рассмотрены подходы к введению безусловного базового дохода используемых в экспериментах разных стран, его возможности внедрения в России с учетом опыта западных стран. На основе позиции и мнений ученых сделаны соответствующие выводы. The social policy system today is quite complex. Often support is received by those who really do not need it. In such conditions, social protection of citizens is at a low level, therefore, new ideas are needed toincrease the level of this protection. One such idea is the introduction of an unconditional basic income. The paper discusses approaches to the introduction of an unconditional basic income used in experiments in differentcountries, its possibility of introducing it in Russia, taking into account the experience of Western countries. Basedon the position and opinions of scientists, appropriate conclusions have been drawn.
