MANAGING THE VULNERABILITY OF INDUSTRIAL ECOSYSTEMS FOR SUSTAINABLE DEVELOPMENT

Abstract

Введение. Для российского промышленного сектора вопросы устойчивого развития играют все возрастающую роль. Промышленность оказывает значительное влияние на окружающую среду. Современный подход к климатическим проблемам требует формирования новой общественной культуры и межиндустриального взаимодействия. Воспитание экологической нормы в обществе - задача, которую необходимо решать путем объединения компетенций регионов, крупных промышленных предприятий и креативной индустрии. В настоящее время на территории РФ работают механизмы расширенной ответственности производителей, введенные в связи с переходом от линейной экономики к экономике замкнутого цикла; в регионах запускаются пилотные проекты по достижению углеродной нейтральности; крупные промышленные предприятия утверждают программы, направленные на снижение климатического воздействия. На промышленных предприятиях заняты десятки тысяч человек в различных регионах России. Интерес к вопросам устойчивого развития и к тому, насколько ответственно промышленные компании ведут свой бизнес, растет не только со стороны регуляторов и общества, но и со стороны международных инвесторов. Одновременно с этим трансграничная природа многих экологических проблем, например, изменения климата, и схожий характер вызовов в социальной сфере формируют общие интересы и общую повестку дня для индустриального сектора во всем мире. У российских промышленников и их зарубежных коллег есть потребность в установлении плотной кооперации для обмена опытом решения вопросов устойчивого развития. В этих условиях вопросы управления устойчивостью и уязвимостью промышленных экосистем демонстрируют дополнительную актуальность. Данные и методы. Основными методами исследования являются общенаучные методы (методы синтеза; обобщения; контент-анализа; графической интерпретации), а также экономико-статистические методы анализа. Полученные результаты. В статье освещены ключевые положения управления уязвимостью промышленной экосистемы в интересах устойчивого развития. Показано, что, если устойчивость связана с преодолением последствий, то уязвимость должна быть сосредоточена непосредственно на риске. Заключение. Представленные разработки позволяют сформировать ряд рекомендаций по управлению и оценке уязвимости промышленной экосистемы. Introduction. For the Russian industrial sector, issues of sustainable development are playing an increasing role. Industry has a significant impact on the environment. The modern approach to climate problems requires the formation of a new social culture and interindustrial interaction. Education of environmental norms in society is a task that must be solved by combining the competencies of regions, large industrial enterprises and the creative industry. Currently, the mechanisms of extended producer responsibility introduced in connection with the transition from a linear economy to a closed-loop economy are working on the territory of the Russian Federation; pilot projects are being launched in the regions to achieve carbon neutrality; large industrial enterprises are approving programs aimed at reducing climate impacts. Industrial enterprises employ tens of thousands of people in various regions of Russia. Interest in sustainable development issues and in how responsibly industrial companies conduct their business is growing not only from regulators and society, but also from international investors. At the same time, the cross-border nature of many environmental problems, such as climate change, and the similar nature of challenges in the social sphere form common interests and a common agenda for the industrial sector around the world. Russian industrialists and their foreign colleagues have a need to establish close cooperation for the exchange of experience in solving issues of sustainable development. In these conditions, the issues of managing the sustainability and vulnerability of industrial ecosystems demonstrate additional relevance. Data and methods. The main research methods are general scientific methods (methods of synthesis; generalization; content analysis; graphical interpretation), as well as economic and statistical methods of analysis. The results obtained. The article highlights the key provisions of vulnerability management of the industrial ecosystem in the interests of sustainable development. It is shown that if resilience is associated with overcoming consequences, then vulnerability should be focused directly on risk. Conclusion. The presented developments allow us to form a number of recommendations for managing and assessing the vulnerability of the industrial ecosystem.
